Laptop charging when switched off, but not when turned on

I have an Acer laptop E5-573G about two years old. Laptop is charging when it is switched off.
But when the laptop is turned on and I plug in the charger, the charger automatically connects and disconnects every two seconds. It goes like 'plugged in, charging' then again ' 40% remaining, not charging'.
And the battery charging constantly drains.
*40% is just an example. It doesn't always show 40%.

If it is only charging when it is off, and not when it is on, then your charger is going bad and you need to replace it.

I have changed four chargers in last two years. So, is it possible that it could be some problem from my laptop side. In all those chargers, the pin wasn't working properly.

It is possible. Especially if you are getting aftermarket ones, but even the OEM ones can have issues. You might also look into the places you are connecting it. If there is any kind of surge coming through the outlet(s) then that can fry it as well.
