Laptop connects to browser, but not Steam, Skype or Netflix

My laptop can surf the web, but not connect to other services specified in title. I have tried disabling firewall for them and uninstalling Mcafee (I still have Norton) but nothing has worked.
 
Did you disable the windows firewall or the firewall in norton? And do you have a store-bought router or one that your ISP gave you?
 


I disabled the Windows firewall, as I could not find the Norton firewall. I have a BTHub 4.
 
What are your system specs and operating system? How old is the laptop, and were you ever able to run steam/skype/etc at any point?

 


I have been able to run Steam and Skype before about a week ago, and got the laptop for Christmas 2013. My OS is Windows 8.1 and and the specs are an i7-4702MQ processor, Nvidia GT 740M graphics card, 8GB of RAM, and a 1TB 7200 RPM hard drive.
 


I updated to Windows 8.1 a long time ago, long before I encountered these problems.
 
No worries guys I have reinstalled steam which fixed the problem for everything somehow, but all of my games aren't installed which is a bummer as my internet sucks and it will take a long time to install them again, but at least I don't have to buy them again.
