laptop CPU not going above 20%

Got a strange issue on my girlfriends laptop, the cpu will not go over 20%, the whole system is slow and i've watched the cpu usage and it will not budge past 20, it's hard stuck. When i was remoting in she disconnected the charger and the cpu jumped up to 100%. The battery in the laptop is dead so it turned off right after. The laptop ran normally after that until it was turned off again. The only way to get it to run normally seems to be taking the battery out and putting it back in and hoping it fixes itself but this can take hours.

After posting this it seems that plugging in the charger is what slows it down

Oky, first things first, you need to give more information. Please list your exact laptop model. Then we can at least see what hardware you have, and help diagnose more easily.

What are you using to monitor the usage?
