Laptop Does not turn on

Hello everybody. My mother was using her laptop, and all of a sudden the laptop turned off instantly. Then she tried to turn it back on, but nothing happened when she press the button. I tried some things, like remove the battery, holding the power button for 30 seconds, and I put it back in power, but nothing. The laptop has some LED lights, and they seem to work fine. When I connect the power plug, The first LED turns on. Then I put back the battery, and the third LED turns on. My point is, if these LED lights work with motherboard, then I guess its not a motherboard issue, but I am not sure how they work... I don't know much about laptops, in general hardware... I don't really use a laptop at all. Anyway, I was thinking, could it be a power button issue? If anyone knows if the LEDs on the laptops(or most laptops or something) are working with motherboard, please let me know. The laptop is a Toshiba, dual core CPU. Thanks in advance.
