Laptop fan running 100%

So I've had this issue a bit after installing windows 7. When I boot my PC, the fans will run normal for a couple of minutes. They will then suddenly burst too 100% until I completely shut down and boot my laptop again. Restarting for some reason, does not set the fans back but instead keeps them running at 100%.

My laptops temperatures are around 30-40 degrees celsius accross the board and it's really just blowing out cold air right now. This happened after installing windows 7. When I had windows 10 there were no such issues, though, this is also the first time I experience something like this, so I have no idea what could cause it.

Any suggestions?

I know you said that but 100% fan could do that (i.e. cool the CPU). Watch your process window for activity at times of 100% FAN activity.

Edit: I have seen wonky windows installation do this. Maybe reinstall windows 7 or rather use 10 as it is much better if you can.

Could you open up your task manager click the processes tab make the window as large as you can and make a screenshot and post it here?

Chances are that one of your processes is using a lot of CPU time (other than idle) and this causes the fan at 100%. The laptop would continue at 100% for a while the laptop cools down.
Another thing that I have seen is that with older laptops the heatsinks get clogged up with dust and the fan keeps spinning fast even at low usage to try to cool the system. Opening the laptop and blowing it with compressed air helps, but it can get tricky to get to the relevant part inside the fan duct.

I literally said in the topic that my laptop runs cool, that is not the issue. The fans just jump to 100% for no apparant reason, and this only happens within windows. I ran the bios for some minutes and nothing happened in there.
