Laptop fans problem, Lenovo Y910

Hello guys.

I have Lenovo Y910. When fans not spin and then they switch on, they start spin on 100% for second and then they slow down until shut down again. When laptop warms up, fans work on minimum and normaly and there are no 100% spikes. These spikes do very loud sound.

So I need some program to block fans to go under 1%.

Some fans are set to do that fast spin up and then slow down/stop. You don't want to set the fans to stay that lowe as when the laptop starts to heat up you will need them to keep it cool. To keep anything from frying.
