Laptop for web and movies

My brother needs a very basic laptop that would be for just web browsing and at least 720p screen for movies and an HDMI for TV hook up

I never buy laptops because the cost to performance so I have no idea what is any good. Preferably something around $400 or less if possible that isn't a chrome book
