Laptop FPS Spike

Hello I recently bought a used Venom Blackbook 15

The power supply I received with the laptop was a 19.5V at 7.7A. When I was surfing the web this worked fine, however when I fired up a game the laptop would shutdown instantly once I was in game. I figured the laptop was not giving up enough power. I then saw the laptop requires 9A at 19.5. The battery is shot as well but I knew that when I bought it. I ended up soldering a connector on the end of at HP supply that was rated for 19.5V at 11.8A which should be more than enough. The laptop no longer shuts down but now my FPS spike in games I'm running 60 FPS maxing games then it drops down to like 15 fps every 5-10 seconds and shoots back up. I turned of XBOX DVR I have set my graphics profile to Max performance for the 980M card. I have reinstalled windows. I have ran all windows updates. Anyone have any more ideas I may have missed? Any help would be greatly appreciated .
