Hi , I have a problem with my laptop it's always heating up and and fan goes so loud even if I am only browsing the web my specs are
Dell inspiron N050
Windows 8 Enterprise x64
CPU: Intel core i3 M380 @2.53GHz (got 2.8 in Windows E. Index)
GPU: Intel(R) HD Graphics
RAM: 4GB
I would like to know what's causing this problem and how to fix It

First you need to know which hardware component/s is/are overheating. For laptops it's mainly either the CPU or the GPU.

Do you have a software than can tell us your CPU temperatures? If you don't, I recommend Core Temp (Can be found here: http://www.alcpu.com/CoreTemp/)

If it is indeed one/both of these two parts overheating, you might need to replace the thermal paste on them.
