Laptop is performing worse then it should be?

I have a dell latitude e7440:

  • - Intel Core i5-4310U @ 2.00 GHz, Turbo 2.60 GHz
  • - Intel HD Graphics 4400
  • - 8 GB DDR3 RAM
  • - Windows 10 pro 64-bit
It is much better than my previous laptop, with was a terrible 10 inch tablet/laptop (Acer aspire switch 10, old model). And I could get like 30 fps on gmod on that little one. I only get about 40 on this one... I feel like I should be getting at least 60.

Also I have Call of duty: Black ops installed and only get about 30 fps on low this site (https://www.notebooks-center.com/dell_latitude_e7440_210-aawk001.html) says I should be getting close to 60.

Please help. Btw I have an ssd with programs and a separate hhd for files.

EDIT: Also, forgot to mention but I am also experiencing frequent fps drops from around 30 to exactly 9/10 fps in bot gmod and blackops. Once it drops it does not go back. I sometimes go back to normal for a couple seconds but I have to restart my game to make it high again...
 


Thats what you should get. Their low settings benchmark is run at a lower resolution.
 


That makes absolutely no sense. I get only 10 fps more on this laptop compared to a 1.9 ghz mobile cpu // 32 gb // 2 gb ram // tablet... Also where does it say it is ran at lower resolution...
 


Dig around a bit on the site low is run at 1280*720p. Also what are the specs of the tablet (cpu,gpu).
