Laptop Lags freezes Stutters

I have an acer E5-511-p8c8
when i play games on it it lags and its on the lowest graphics possible,alos while watching videos or working on files it does the samething it lags sometimes it freezes and starts making this buzzing noise shutting it down by holding power button ifxes this but the lag still remains. rebooting take forever now and my hard drive has only been used up to 50% and its a 1tb harddrive,please help i dont know what to do.

about 40C but even when not gaming i get the lagging,and for some reason i see that my cpu is running at almost 90% while not gaming,and i close most unnessessary processes
