i have just bought Laptop Lenovo idealpad 700
here is specs.

i wanna ask if this laptop can run games 2016/2017 smoothly ? such as ( Battlefield 1 .. Fifa 17 .. The Witcher 3 .. Dishonored 2 )
i dont wanna play on 1080p .. maybe 720p will be enough for me >. then this laptop can run this games on 720p ? with 30+ FPS

Yes, it should run modern games on 720/900p 30fps, medium to high settings (depends on the game), I'm running *similar* specs Lenovo y50 (i7 4710hq, 16GB, GTX 860M).
Check this review.

However, perhaps you should wait for 1050/1060m or consider 960/965m + i5 for better performance in upcoming games.

They will perform on the same level, first one slightly better on GPU up to 10%. Second one has slightly better CPU and SSD.
