Laptop not booting up and fan not working..

Dell Laptop not booting up but when powered in indicates that the power is ok but it produce blank screen and the processor fan doesn't work.
So can you please help me find the problem of it so that I can fix it?

It sounds like the machine is not POSTing (a piece of hardware causing this). What laptop model do you have, and are there any lights on the machine that are solid or blinking?
