laptop really slow but has pretty good specs

Hi everyone
I just formatted my old vaio flip laptop and clean installed windows 10
The laptop specs are:
Processor: Intel(R) Core(TM)i7-4500 CPU @1.80GHz 2.39GHz
RAM: 8.00GB
System type: 64-bit
NVIDIA GeForce GT 735M

The problem is that it runs really slow and booting up takes forever. But taskmanager doesnt say anything is maxed out.
And when i want to play League of Legends i only get 25fps on very low settings, while my surface pro 4 core M gets at least 60fps.

How can I find the problem and fix it?

check in device manager do you have all your drivers? and are they up to date

Just checked and everything is up to date

What is the cpu/gpu temps when gaming? Slow boot might be because it a HDD vs SSD on the surface pro 4

CPU core1 60° and core2 57°
GPU I dont know
HDD 44°
I also only use 268,5MB (total = 2048MB) of my GPU while playing league
