Laptop screen turning OFF/ON when plugged in

I have a 2013 HP ENVY Laptop which until recently has been working perfectly. The screen started flickering whenever the power cord is plugged in. There are no lines on the monitor or anything like that, the screen just goes completely black for a second or two before turning back on. It does this every minute or so, and looks like only when it's plugged in. Sometimes it no longer is able to recognize when the power cable is plugged in. Not sure what could be the problem.
The problem is incredibly frustrating, since the intervals between the "flickering" is only about a minute, making it very difficult to get any work done at all.
 
Solution
When the power cord is connected...

1. Right click on the desktop background and then click "Screen Resolution".

2. In this new screen click on "Advanced Settings" and then in the next window click the "Monitor" tab.

3. On this tab, set the Screen Refresh Rate to 50 or 60 Hertz.



Should that not resolve it...

1. Right click on the desktop background and then click "Graphic Properties".

2. Make sure you are in the "Advanced" view and locate the properties for when running on battery and also on the power cord.

3. Check and make sure that each does not have the "Display Refresh Rate Switching" enabled. If it is, disable it.
