laptop shutting issue

Hi, I have a little problem with my laptop windows 8. I was using my laptop the other day and after using it I tried to shut it down but it never actually shut down its kinda like froze but loading. Now it even when I turn it off or reopen my computer it's always saying shutting down with the moving loading sign.
I could really use some help

so it doesn't shut and therefore doesn't power off?

Did you try to shut it down by shutting the lid, or shut it down using the os?

hold down the power button for hard shutdown or pull out the battery.

shutting the laptop does not power down the system, just sets it to hibernate. you have to actually choose shutdown or configure your power options to make it shutdown with other actions.
