Laptop, Speed Fan and Loud Fan

Ok, I have a rather old laptop and:

• 
  - I replaced the fan with a brand new one
  - Cleaned the heat sink (there was a lot of dust!)
  - Removed old and replaced with new Thermal paste

I still don't understand why my laptop's fan goes to like 6000 RPM even if the temperature is like 40 deg C. Is there any way I can control this and set it manually?

I tried SpeedFan but it doesn't give me controls:

  - Nvidia 310M 1GB
  - 8GB DDR3 1600MHz
  - Intel 530 SSD 128GB
  - Windows 8.1 Pro 64-bit
