Laptop that suddenly will not power on, looking for help with troubleshooting

I have a windows 10 laptop that was working one night and the next morning would not power on. I have removed the battery and the adapter, drained the computer of charge by holding down the power button, and plugged the adapter only back in. It still would not start. I used a multimeter to test the adapter and it outputs 19.5V, which it is rated for. Is there any other things I should be doing to troubleshoot this? It is a windows 10 cyberpowerpc with 1tb HDD, 256gb SSD, Core i7, 16gb ram, 19.5V adapter. (Not sure if this matters in reference to my question).
 
If the power cord is fine, and you already tried the other method of removing the battery etc., you may well need a new battery.
