Laptop under performing for some reason?

Hello,

Recently my Lenovo E530 notebook has started doing something very odd when I play this video game (CS:GO). My computer has normally been fine and with very low graphics settings I manage to get 100 fps and higher but for some odd reason my fps all of a sudden one day would not go higher than 60 fps even though I had made no system changes. After a couple of days I factory restored my pc and reinstalled everything and the problem was fixed... for a while. I was very much relieved but then my computer did it again after only 5 hours of the 10's of hours it took to reset the pc and install everything . I am just curious is there any possible reason my computer could be doing this or anyone know what this issue is? Thank you so much for any help i will be very grateful.

Is your video set to sync refresh rate to monitor refresh rate? Clue here is that it does not go higher than 60, which is the default refresh rate set for LCDs.
