Solved! Laptop won't boot from USB (USB boots other computers)

I'm trying to boot this laptop with a USB because I changed the harddrive but it won't boot. Here are the details:
-I used this USB to successfully boot windows 10 to another computer
-I have set the boot order to USB first
-the new harddrive is recognized by the BIOS
-I get a [fail] followed by "-no bootable device found" when I try to boot
Any suggestions?

Have you tried using a different USB drive or even a different USB port on the laptop? Just because it works on one device does not mean it will work on another. They can be picky.
