Laptop Won't Boot

Hi everyone! My cousin recently had his computer break down, and asked if I could fix it.

When the laptop starts, it posts and everything and you see the standard "Starting Windows..." thing (Win 7), and then it starts making this awful sound, and does not boot. The sound is not internal, it is from the speakers. I am not sure what it means. I then try to start it again (after turning it off) and select the option to run bootup diagnostics. A bunch of Windows Image Recovery things are available, but worthless as this computer was never backed up. There aren't even any recovery discs (if there were, they're lost). None of the files on this laptop are really in need of being saved, my goal is to basically reformat the computer like new. Pretty much what the recovery discs would do. Is there any way I can do that? Command prompt is an option... can I do it through that?

If your cousin has his product key (should be on a Windows sticker stuck to the bottom of the laptop case), you can download the ISO file for the appropriate version and use the Windows 7 USB/DVD Download Tool to create a bootable DVD or USB. It needs to be the same version as was installed, otherwise he won't be able to activate or reactivate it, i.e. a key for Win7 Home Premium will not work for Win7 Professional.
