Laptop won't turn on.

Hi guys i received a laptop today with a problem that ive never seen before.
It charges, but when i try to turn it on, the power led lights for 1 second, and it turn off again.
I think it might be MB problem.
Any ideas?

The charger is stock one. So the problem is the laptop, power led just blinks once and nothing happens. Laptop is Toshiba Satellite L500-13W.
Any other ideas?

The problem could be the chip BQ24721 in the charging area or something else around, without further tests, it's impossible to tell what is defective.
