laptop's battery drained in less than 5 minutes

my battery just drained super fast, i don't know why i found people asking to check voltage and wear level
my battery voltage > 12
and wear level is 90%

but it's weird about the designed capacity and full charged capacity

Why is that weird? The battery is about 90% shot, so only shows a remaining capacity of a little more than 10% of the original designed capacity.

that means my battery is dead?

i saw people saying that 0% wear level means battery is dead

so i am only using 10% of my real battery capacity right
 
Yes, all rechargable batteries (laptop, cellphone, etc.) eventually lose more and more of their ability to be re-charged and hold that charge. How many charge-discharge cycles you will get depends on a bunch of factors.
