Lenovo z400t will not turn on

I have lenovo z400t laptop
I got it from a friend. The laptop will power on. The LED do not light up when pluged in. I have checked the power cord it is good. I have checked the jack to were it plugs into the mother board with a volt meter it is good. I tried to turn it on with the battery removed. It would not power up. I checked the battery I could not get any voltage at the plug. I peeled back the wraper on the battery and ckecked directly to the ends of battery. I got about 11 Volts D.C. I tried to drain the battery thinking maybe some thing was inhibiting it from charging based on a similar post I saw for lenovo ideapad. No luck. I also tried lenovo forum They were not helpful All they recommended was to hold the power button That did not work. They recommended sending it in or taking it to get. Repaired. Not sure if it is worth the cost. Any ideas to check next. Would it be worth getting a different mother board?

You've pretty much tried all the possible troubleshooting steps. Here are some more that may help.
- First is to do another hard reboot, remove the battery and unplug the AC adapter then press and hold the power button for 20 seconds then try booting it up again.
- If it will not work, do try a different AC adapter that has the same voltage and see if it will power up or not.
- If using a different AC adapter will not work then the problem may lie inside the motherboard.
- Do reseat the RAM's and see if that will make any difference.
- Remove them all for couple of seconds then put them back in making sure everything is seated properly.
- If all these will not work then the problem lies in the motherboard.
