LG's current 3D IPS panel technology does NOT use 120Hz refresh rates. I highly doubt these new screens will, either. The current technology isn't glasses-free though, so what will come may be different.
Their current technology is called "FPR", or Film Pattern Retarder. There is some debate as to whether or not it is better, but the fact that the screen can't be used as a 120Hz screen for non-3D apps means it's of no interest to me, as a buyer.
LG makes some of the best screens available, but just like Samsung and the other (very few that actually manufacture the screens for monitors), they make plenty of, uh, low-priced screens too. Seems like pretty much every corporation on the planet now thinks in terms of getting business from every level of buyer, and doesn't care about producing only high quality products. Brand loyalty means nothing anymore, because the companies don't live up to an across-the-line standard you can count on. Buyer beware. You tend to get what you pay for (heavy emphasis on the "tend to").
I'm very skeptical that these screens will be anything great on release. However, the fact that LG is making 3D IPS screens is great news, in my opinion, I just don't like the move away from 120Hz, which is something I very much want. If their "SUPER" Resolution D43 actually has a better resolution screen (2650x1440, or who knows? - better?) and that isn't some kind of hype-talk about some kind of extrapolated "resolution" that doesn't actually make much if any difference in picture quality (like the "120Hz, "240Hz", etc TV LCDs), that will also be great news.
