lights blink a few & power wont come on

I have a dell inspiron 600m & had to get a universal charger. its been plugged in for 4 he's & when u push the power button the lights blink on & off a few seconds but wont come on. what's wrong?

Has the universal adapter worked previously? Dell laptops tend to be finicky about non-OEM chargers.
