Links in email don\'t open anymore

Recently, I had problems with internet which, intermittantly, showed error message "Can't find server", then wireless did not work anymore. Now that this was fixed, Outlook Express does not let me open links or websites anymore.
Also my shortcuts are nonworking on desktop.

This started with a non-function of my Magic Jack device.
