How can I stream from my cable receiver to my own pc then on to another pc in another location....i.e another country?

You want something like a Slingbox.

Edit: And so far the courts have said the Slingbox is legal. Aereo was shot down because it owned the TV receiving equipment and rented it to you. With a Slingbox, you own the receiving equipment, connect it to a cable TV receiver you're (presumably) paying for. And you own the receiving device. So you own and pay for all the components, and are simply place-shifting.

Technically, yes. However, we can't help you bypass legal restrictions. What you do with a media server that you may set up is up to you.
 

This is a true legal issue area, especially when crossing international boundaries. I can almost guarantee you that your cable provider would see this as a foul. I would imagine that you signed an agreement to not share content when you signed up for service. Be careful here.
