Loading Bluetooth drivers on Samsung Smart TV

Did you get the drivers from Samsung?
If not then they will not work. It's not a computer.
You can connect a bluetooth transmitter to the TV audio output to send audio from the TV to speakers.
If you want to send audio to the TV that would require you connect a bluetooth receiver to an audio input on the TV. You may also have to connect a video source to that input. Most TVs won't allow you to choose an input without video present..
