my laptop has already been stolen, How can I track it with ip address and or product id/

Report the loss/theft to the police and to your insurance company.

Unless you had a service like Lojack fro Laptops installed and operating before the loss/theft, you can't track it.

There is no viable way to track via IP address (those change) nor the product ID.
