As far as engineering is concerned. College coursework doesn't have any great demands for computer hardware. I'd focus more on battery life, screen quality and portability. An SSD would make for a nice performance boost. If he doesn't need a lot of storage space.

Does he like Apple? The Macbook Air is one of the few laptops with an SSD in your budget. It's a nice computer with excellent battery life and excellent screen. Most college students love Macs.

The HP x360 is a great option. They are well regarded for their portability, and battery life. The CPU is decent enough with a 7th Gen Core i3 7100u. It does have dedicated graphics with an nVidia GeForce 940MX 2GB. RAM is a bit light at 4GB but you can upgrade it. It uses a hybrid SSD + HDD arrangement. This laptop won't be as fast as the MacBook. It is upgradeable, unlike the MacBook. RAM, M.2 SSD and SATA HDD/SDD are possible upgrades. The LCD is higher resolution as well. Although nothing stellar. He can play lightweight games on it as well due to the 940mx.The display is IPS and good for colors but isn't bright and has glass. So, it isn't great for outdoor use.

If you bought this. I would also buy an 8GB RAM module for it off Amazon. Upgrading it to 12GB.

The Acer Spin 5 is a nice budget option. It has a decent screen, not as bright as the HP X360 nor as color rich. At least it is 1920x1080. It has a more utilitarian design. However, it offer excellent battery life (48 Wh), Core i3-7100u, good keyboard and trackpad. Plus it has a large 256GB SSD. Given the price you have enough money left to upgrade the RAM to 16GB or at least 8GB.

Gaming laptops are expensive. This is the cheapest I could find for your region. For gaming purposes it would qualify as a low to middle range gaming computer. It does not include Windows. He can install that himself.
- nVidia GeForce GTX 1050 2GB
- Intel Core i7-7700HQ
- 8GB RAM
- 1TB HDD
- 15.6" 1920x1080 display

As you can see it is above your budget. That is the closest I can get for something which qualifies for gaming. Battery life is mediocre. It has a 48Wh battery. Which runs for about 6 hrs of web surfing at medium brightness. Which is consisten with the type of load it would receive for use in university.

It'll game decently enough. Overall it is standard for a gaming laptop in it's price range.
- Dim screen
- Gets very hot when gaming
- Mediocre battery life
- Noisy fans when gaming
