Looking for advice on $400 Photoshop laptop.

1. What is your budget?
$400(I'm willing to go up to like $425)

2. What is the size of the notebook that you are considering?
Hopefully something like 15" but it's I'd be amenable to smaller sized ones possibly.

3. What screen resolution do you want?
At the price point, I'm not picky. The best you can find.

4. Do you need a portable or desktop replacement laptop?
Desktop replacement.

5. How much battery life do you need?
not terribly important - as long as possible. it will stay plugged in 90% of the time.

6. Do you want to play games with your laptop? If so then please list the games that you want to with the settings that you want for these games.
no games

7. What other tasks do you want to do with your laptop? (Photo/Video editing, Etc.)
Watching videos on YouTube and editing photos using Photoshop CS6 and PaintTool SAI

8. How much storage (Hard Drive capacity) do you need?
500GB would be nice

9. If you are considering specific sites to buy from, please post their links.
No preference.

10. How long do you want to keep your laptop?
As long as possible.

11. What kind of Optical drive do you need? DVD ROM/Writer,Bluray ROM/Writer,Etc ?

12. Please tell us about the brands that you prefer to buy from them and the brands that you don't like and explain the reasons.
At this price, I can't be too brand picky. Please pick a reliable brand.

Not much else I can think of. This is mostly just for drawing on PS and browsing online.

I hate to be a bother and keep adding questions but should I completely avoid refurbished laptops? I see a lot better specs on refurbs but I'm not sure if they're reliable at all.
