If you didn't create the recovery disks for the system then you'll need to buy them.

Toshiba can supply recovery discs - - I know because I bought a set from them three years ago - £15 (UK).

The age of the laptop is critical though - - I think any model more than 10 years old and you'll be out of luck.

For European Models: Unfortunately, the page I visited to order my backup media (recovery discs) is not currently responding but that may just be a temporary glitch:
