Seems to have decent reviews on the page.

Question: Any reason she shouldn't get it?

Her usage: She plans to use it for Word, Excel, Powerpoint. Some VLC watching while browsing, including Youtube.

Budget: Ballpark it at $1000.

Thanks for your response. I didn't see any links in your post, so I don't know which alternatives you are recommending. Can you please provide those links?

And thanks for the heads-up on the OS. I had browsed earlier and found https/support.microsoft.com/en-us/help/4456067/windows-10-switch-out-of-s-mode which states that getting out of S mode is no charge. I am guessing there is no other issue beyond that?
