Low Fps All Settings, Good Laptop

I have a Lenovo Y50-70, and I am getting 20-30 fps on CS:GO, Payday 2, and Battlefield 4. I have tried changing the settings, resolution, and NVidia settings. It stays at around 20-30 fps, no matter what I do. I have checked the temps and loads of the CPU and GPU, and they are both fine. I used to be able to get 60fps on all these games back at Windows 8.1, and since I upgraded to Windows 10, something happened. Please help.
Laptop Specs:
-16 GB of Ram
-GTX 860m 4gb
-i7-4700HQ @ 2.4GHZ
-512GB SSD
(Also, internet is not the problem. I have 10mb/s and 30 ping.)
UPDATE: The problem is not the fps being locked to refresh rate. All games are at 60 or 59 in the config files.

 

Yes I have, for Bios, cpu, and gpu. I have tried uninstalling the drivers and reinstalling to no avail.
 


I disable Windows Updates, no change to Fps. I rechecked all my drivers, and can't find a problem. Any other ideas?
 


What do you mean, like repair the games? I have uninstalled, repaired, and then reinstalled. I don't know what you mean by updating the game files.
