I am trying to stream audio and video over a network using Windows
Media Encoder.

Input is a generic TV capture card and soundblaster audio card. When
the client PC recieves the streaming audio/video, the video is fine
but the sound has a faint background ring that is constant.

I am new at this and am trying to figure out the cause of the
background noise. The input comes from basic cable so I know the
sound quality cannot be that good.

Try selecting a different audio sampling frequency if possible, 32 kHz
may be a better choice than 44.1 or 48.

Cable sound quality can - in theory - be good, somewhat depending on the
number of AD-DA stages involved and on the number of times bit-reduction
algorithms (also, confusingly, known as "lossy compression algorithms")
are re-applied after decoding to full wordlength. Experience shows that
it is technically possible for a cable tv supplier to clip the audio in
their setup.
