Messed with brightness; Now my games lag and stutter.

I have a HP Pavilion g7 Notebook PC and I noticed that the other day I couldn't change my brightness, which I found out was an issue with Windows 10 (I STILL haven't been able to fix that....) but while I was trying to mess around with it, I somehow must have messed with a driver, or fiddled with the power mode one too many times, and now my games all stutter and have uncontrollable lag. I play Team Fortress 2 easily on my computer, so I know the specs aren't an issue, but now I can't even run that game.
I've tried messing with my Energy star power plan, and switching the multimedia settings for video to balanced and maximum performance, but still have the same issue.
My current guess is that I messed with a specific driver issue somewhere and it caused this problem, but I can't retrace my steps. Any advice on this?

- Start by running Windows Update and install all the updates available.
- Next is to do a clean install of the graphics card driver.
- Go to Device Manager and uninstall the AMD graphics driver.
- Once done, download and install the latest driver.
