Classified DoD information systems were ~never~ connected to the "internet". The DoD has spent a fck ton of money building its own version of the "intarwebz" managed by DISA. There are no interconnects no layer 3 paths, no routes, no proxys for any internet traffic to make it into the SIPRNET. Imagine it as a giant private LAN the spans hundreds of subnets with connections throughout the world, each connection being encrypted with a certified Type-1 encryptor on both sides with NSA controlled keying material.
USB removable media (flash drives) have been disabled for awhile now and its looking like their gonna be disabling CDR capability. The one issue that this is bringing up is porting data from SIPR to self contained networks (no external connections). This has traditionally been done via sneaker netting data or air-gapping it a few feet from one system to another system both of the same classification level.
