my asus laptop says it is plugged in and charging but the battery % doesn't go above 22. What is wrong?

Try shutting the laptop down. Remove the battery and the AC adapter. Now press and hold the power button for 5 seconds.

Connect your battery and AC adapter and see if the percentage changes from now on. If not, it could be a problem with the charging circuit.
