My charger blinks when it is connected to laptop but nothing on the laptop turns on. Charger does not blink when not connected

I have a Lenovo B570 laptop. When i connect my charger the green light on my charger starts blinking and when I disconnect it its normal. I tried another charger, remove the battery and connected charger/s, tried the 30 second power button cycling, the 10 times pressing power button and then 30 seconds, etc. None of these worked. Please help me with any other suggestions.

If the only problem is the charger light is blinking, then it is completely possible that it is doing so while the battery is being charged. Once charged it would stop.

It is doing the same thing even when the battery is taken out. Normally, the light is solid even when the battery is charging and the computer does turn on whill the battery is charging.
