Does this happen on battery power only or when the charger is connected? If happens on battery only, then I would say your a battery is going bad and needs replacing.
If neither of the above is a factor, then you may want to try starting up in "Safe Mode" and see if it will fully load. If it does, then you could have a bad program, virus, malware, etc. on the device that needs removing.
