Every time I try to log into my Facebook account I keep getting this page cannot be displayed messages. I spent 4 days with Microsoft and they updated my OS which solved the issues for a minute. The problem is back so I don't think it is an OS issues, it seems to be a Facebook issue. I have done system restores and that works until I restart or turn on my computer and the problem returns, please help fix this problem.

Could you give more specific info?
What exactly do you see when you open FB?
What Browser do you use?
What is your OS?
What is your antivirus?
Can you open it on another computer connected to same network?
Can you see the log-in screen and can you log with another account?

Try clearing everything in your browser and if you are singed into a cloud syncing service to backup stuff sign out before going on, clearing cookies/ reinstalling your browser may help.
