My files says that my phone storage is 'busy'. It's full, if that's what they mean. It's a Wiko Lenny 3

Trying to make my external SD card the default location for downloads. Tried reading advice here but it didn't work because My Files says my internal phone storage is busy. And anyway this info is for Samsung. My phone is Wiko Lenny 3.
It was ok with the last SD card and somehow I managed to transfer internal storage to the SD card.
Perhaps I transferred something important that I need?

Well you should be running "Marshmallow" and that version of Android allows it. However, it is possible that the manufacturer has restricted it. I am including the instructions below on how to make the change. Making the SD card "Internal" rather than "External" storage. However, be sure you are starting with a BLANK card. The reason for this is that when the card is formatted and encoded, it will wipe any data that was already on the card. Also, the card will no longer be readable by any other device.

How to turn external SD card into internal storage on "Marshmallow".

1. Go to device “Settings”, then select “Storage”.
2. Select your "SD Card", then tap the “three-dot menu“ (top-right), now select “Settings” from in there.
3. Now...

4. Your SD Card will now be formatted as internal storage.
5. Reboot your phone.

NOTE: If you don't reboot the phone, many things may not work correctly, so make sure you do.
