My i3 not maxing out in GTA V

So my I3 3220 according to MSI afterburner cant max out in GTA V
Cores 1 and 3 are maxed but cores 2 and 4 are ranging from 50 to 70 precent usage.That results in my average CPU usage being 80 or 85 precent.
GPU is NOT a bottleneck ,its RX 460 and its NOT a botttleneck.
FPS is not that bad ,on medium to high setting fps are from 45 to 90 FPS on 1240x1024.
pls halp is this normal?

The hypertheaded cores will rarely show 100% in gaming situations as the load is too inconsistent. If you have full load on the actual cores and 50-70% on the ht cores that's fully loaded.

What is your GPU usage? It wouldn't be what I'd call a bottlneck but unless you're are 720p low settings it's got to be close to 100% too

Your CPU is a bottleneck of course. I don't know if there is a i3 out there that can MAX GTA V, unless maybe gaming at 720P

You read his question wrong, you missed the word IN


Additionally making the resolution lower makes the bottlneck worse as the CPU doesn't care what the resolution is.

u read the question wrong ,my cpu wont max out IN GTA V ,to be more exact some cores wont max out.

Your i3 is 100% maxed. Like Supahos said, go by your actual core usage not HT which are cores 2 and 4. For a game that requires a quad to run properly your i3 is doing well.

If you overclock the cpu you might bring the cpu usage down a little and raise the gpu usage a bit more. 70% gpu usage is quite low but thats because of the lowered resolution and cpu being a dual + HT is not keeping up. OC'ing might differentiate usages but if you want to lower cpu and raise gpu usage, need to play in at least 1080p.

Depends on the game,if the game is capable of maxing out 4 logical cores it will do so but only if it has to.

But if any game is coded to use 4 cores than its GTA V .So HT cores dont even max out in gaming?i saw some gameplays on youtube where they had 95 usage all the time on the HT cores.Why is that?
