My Internet provider said they can't upgrade my internet speeds but they can run a second line explain please

You'll probably get a better answer by asking them what they mean. Get it on recording too, in case they try to pull anything sneaky.

From the way you wrote it though, it sounds like it would just be two separate internet connections.
