Question my iPhone SE 3 is not making calls,

my iPhone SE 3rd gen, is not making calls, when i call it says "call failed"

i am still able to text, use mobile data.
I can still call through messenger apps like skype.

but i have service and a cell phone plan. maybe i installed a new app, but also recently i updated the iOS , and the calls might of stopped working after that.

I have cell service & a cell phone plan. i have a tracfone service plan , but when my tracfone mobile data runs out it becomes safelink.

well i just bought this iphone in May, new from the apple store.

so i am very confused on why it is not working.

can you post a troubleshooting guide from online?

i am assuming this is a Tracfone issue, or a Safelink issue. (tracfone and safelink are related companies).

safelink is the cheap version of tracfone. safelink is a government program .

so usually i get free service from them ( it is a program like when there was the Obamaphone program). but when i run out of the free mobile data, i buy the safelink plan, which is

the apn change apn settings.
updating ios shouldn't mess with it.

tracfone use att network. check if att is down on your location ?

i went into iPhone settings, and "reset network settings" too, could this help ? what does this do?

How come I get voicemails, but not calls?

This is Apple Support page, not sure if it helps. After you exclude the issue of your iPhone, it must be the reason of the carrier service.
