My Laptop is bugging out

Hello my laptop has recently gone nuts what i mean by that is any application window that i click on most of the time will go into a not responding mode then back and forth and cause my window to freak out as if it was opened i have a video to show what is happening https/www.youtube.com/watch?v=RJv5ehKing0&feature=youtu.be

- Start by loading the laptop into Safe Mode with Networking, while the laptop is booting up repeatedly press on F8 until it loads Advanced Boot Option.
