The short version: No.
The expanded version:
Steam lists these minimum requirements:
- AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz and 4GBs of RAM.
Recommended requirements:
- AMD X8 FX-8350 @ 4GHz (8 CPUs) and 8GBs of RAM.
While you should, technically, be OK, I have to say that it's going to be a risky undertaking. Minimum requirements usually mean that the game will run, but not necessarily with the graphics you'd expect from a game like this - be prepared to make significant adjustments to the settings. GTA V is currently on sale on Steam for $67 which is a lot of money, especially if it turns out that the game looks like Minecraft. Unless you can get the game for free, or with a major discount, I have to advise against even trying with your current specs.
Sorry,
