My Laptop Programs keep crashing whenever i restart the windows.

I have some problem that whenever i restart my laptop ,some software like steam, microsoft office, winrar, discord, browsers and all kind like that will not work when i restart the laptop. I tried to reinstall all the programs again, its working, but everytime i shut down the laptop again ,they dont work again. Probably a viruses? Im stuck with this problem

If you suspect a virus did you run a virus scan? Preferably with several programs, Malwarebyes, AVG, Avast, etc..?

Did you try doing a system restore point to a time before the issue happened? Did you try a clean Windows setup?
