That then isn't an internet problem but an explorer one. Have you tried rebooting the computer and then trying to load it?
Also, check for updates, as that could cause it not to load.
Plus run some good malware and virus checks to make sure something is not preventing it from working.
In the end, if it still won't work, try installing another browser and see if it will work. If that works, then I would contact microsoft support and ask them what they issue is, they may have a fix.
